How does a training provider become an approved centre to run PDP courses?

If you e-mail us at PDPassport@sqa.org.uk, we will send you out the Application pack with all the relevant information – this will include an Application form, The Manual of Practice, a User Agreement form and the fee structure or you can download the appropriate form and Manual from the download section of the Training Provider page.

How long does it normally take to become approved as a PDP training provider?

The average time is around two weeks after we have received all of the correct documentation.

I already run ADR courses. Why do I need to be approved again?

This is a different qualification with different requirements and assessments.

Is there a Manual of Practice and when is it going to be available?

Yes there is and it is available from the Training Provider download section.

As a Training Provider, can I run a Practical only assessment?

Yes.

As a Training Provider, can I run annual classroom training only?

Yes, there is no written assessment for annual training.

As a Training Provider, how late can I decide to run a course?

If it’s within seven days of the course date and if it involves the written (multiple choice) assessment, you will have to submit a 'Less than seven days request' form to SQA in order for the course to be added to your record.
For practical or annual classroom training, notify SQA before 5pm on the day before the start date.

If I apply to be a Training Provider, is there a list of freelance instructors you can supply me with?

No, because instructors are approved to work for specific training providers (training material is training-provider specific).

I am a Training Provider. How do I cancel or alter a course?

Courses can be cancelled up to 24 hours before the start date, on the database.
After that, you will have to contact SQA.

I am a Training Provider. How late can I enrol a candidate?

By 5pm on the day before the start date.

Is the classroom training for the Full Written Assessment the same as the Annual Classroom Training and, if so, can I have a mix of candidates on the same course?

No, as the full training ( for the 5 year) is up to three and a half hours including the exam, with the annual classroom training being around an hour of in-depth PDP training with the other two and a half hours being driver specific training.

If I am an approved instructor at a particular centre, do I have to tell SQA that I am going to instruct at an additional centre?

Yes, you must be approved at EACH centre where you wish to instruct.

Does PDP add to the existing ADR and Driver CPC requirements?

The PDP syllabus has been designed to integrate with ADR and Driver CPC requirements. The PDP assessment of knowledge required every five years can be taken at the same time as the ADR refresher when offered by your training provider. PDP training activities can be undertaken within Driver CPC compliant training courses and there are template courses on the PDP web site to assist you in making submissions to JAUPT.

How much cost does PDP add?

The fees associated with driver applications and training centre applications are published on the web site. These are the scheme administration costs chargeable by SQA. If training is to be provided, this cost is additional but much of this training, whether as ADR or Driver CPC, would be needed anyway and is not an additional cost of PDP.

Can the practical part of PDP be delivered separately from the classroom part of PDP

Yes, whilst some companies will want to obtain classroom and practical training from the same source, PDP has been designed to be flexible and we believe many companies will elect to deliver the practical element of PDP themselves and obtain the classroom instruction from a third party registered training provider. The practical element requires terminal access and is envisaged to be an assessment of a driver dealing with a normal, routine load. Experienced assessors, pre-approved by SQA to be competent, carry out the Practical Assessment. All of this, and the fact that many companies do not have their own classroom training, means that many will find it better to provide the practical element for themselves. The Practical and Classroom elements of PDP must be taken within four months of each other. Driver CPC requires that a 7 hour training course is delivered within a 24 hour window, so when training is delivered in parts, these two constraints need to be taken into account.

Is PDP split into just practical and classroom elements?

Yes, the practical element, whether delivered as an annual or five year assessment is the same thing and one approval application covers the ability to deliver both. The classroom training splits into the five year module (training and assessment) to gain a PDP in the first instance. There is also annual classroom refresher training (training only). Companies can register with SQA to be approved to deliver whichever aspects of this training suits them, and can obtain other elements of the training from third parties as they wish. Both elements must be logged with SQA to obtain and maintain a candidates PDP card.

I am applying to be a PDP training centre, will I get a visit?

Where training providers are already known to SQA, for example those already registered as an ADR training centre, a visit is unlikely to be required, but when a centre application is new to SQA, a visit is required by one of the External Verification (EV) team. You would be contacted by SQA in this instance.

I have applied to SQA to register with the PDP scheme as a training provider and have not heard anything

Please contact SQA using the contact details available on the web site to find out the status of your application. Please check before that you have followed any instructions given to you by the PDP team in relation to the supply of relevant documentation and that you have submitted payment in respect of your application.

What do the External Verifiers do and who are they?

SQA has appointed a number of External Verifiers (EV) whose role will be to check on the integrity of the delivery of the PDP scheme. They work on a risk assessed basis and will undertake sample visits to check on training delivery, PDP records and on the delivery of practical assessments. All EVs are experienced industry practitioners who applied to SQA to undertake this role and were selected on the basis of their suitability.

I understand the five year requirement for an assessed classroom module and practical, but what exactly is required on an annual basis?

The practical assessment is an annual requirement of the scheme and is exactly the same whether linked to a five year passport renewal or to the annual refresher. The classroom annual refresher is NOT ASSESSED whereas the five year module has an assessment with it requiring the same 70% pass rate as ADR. The annual refresher needs to be LOGGED as completed for each driver with SQA but is not assessed. The content of the annual refresher and the paperwork associated with it are subject to sample checks by the external verifiers. The five year module is approximately 3.5hrs of classroom training, including the exam. The annual refresher requires the trainer to demonstrate a direct link to the PDP syllabus for at least one hour of the session, and the remainder of the time can be devoted to in-depth, focussed training on aspects relevant to the PDP Syllabus (working at heights, manual handling etc.). It is envisaged that companies will register this annual refresher content with JAUPT to count as driver CPC hours and templates are available on the PDP web site to assist with this.

Will Drivers holding a PDP still require Terminal Inductions?

Yes, terminals will still need to pass on terminal specific information to drivers who have obtained a PDP as the final step before allowing unsupervised loading rack access. This induction will cover site specific elements such as emergency procedures that can only be covered at the terminal level.

How do I combine PDP and Driver CPC Periodic Training?

Employers and training providers wishing to combine PDP and Driver CPC Periodic Training must obtain approval from JAUPT as a Driver CPC Periodic Training Centre and gain approval for a course or courses before starting training activity. With this in mind, a series of Petroleum Product courses and module layouts have been developed by Skills for Logistics and Cogent to provide a straightforward route for employers and training providers to submit course layouts for approval to JAUPT. The titling and content of these models has been reviewed by, and agreed with JAUPT, so competent submissions using these Petroleum Product course layouts will be compliant with JAUPT requirements. Can the Online Assessment be carried out on a tablet?

No. The software which is required to be downloaded to enable the online exam to be taken is not compatible with tablet or handheld mobile devices.

Is SQA going to use the same photo and signature as used on my ADR card?

Yes.

I am a driver with an ADR card. How long does the PDP training take?

No longer than three and a half hours for the classroom training and assessment and no longer than three and a half hours for the practical assessment.

I am a driver with an ADR card. Can I still drive without a PDP card?

Yes, but from January 2015 you won’t be able to gain access to terminals.

I am a driver with an ADR card. Is there a list of training providers in my area?

I am a driver with an ADR card. Am I going to be able to sit my PDP and ADR at the same time?

Yes, as long as your anniversary/expiry dates and renewal rules allow this.

I am a new or returning driver to the industry and have passed both the theory and practical elements of the PDP so how do I obtain access to a loading terminal whilst waiting to receive my PD passport card?

There is a short delay between passing the PDP written and practical assessments and drivers receiving their PD passport, during which period they are unable to access loading terminals despite having passed the PDP requirements.

During this interim period when drivers are awaiting their PD Passport card they need to carry a letter and proof of PDP entitlement from their employer and it has been agreed that this will be accepted by the Terminals and allow them to obtain a loading card and access to the terminal.

The letter must:

  • state that the named driver has passed their written and practical PDP assessments and is awaiting receipt of their PDP card.
  • always be accompanied by proof of entitlement in the form of a screen shot of the PDP database which clearly demonstrates that the driver has passed both classroom and practical assessments.
  • include the driver’s unique number which can be cross-referenced with the PDP database.
  • be dated and state that the letter and proof is only valid for 15 days from this date. This is to allow time for the driver to receive their PDP card. After these 15 days, the letter and proof of entitlement will not be accepted by the Terminal and this will be stated in the letter.

How long is my PDP valid for?

Initially, if gained in 2014, it will be valid until the expiry date of your ADR and then it will be valid for five years if applying from 2015 onwards. For drivers new to the industry, you will gain a straight five years from the date you pass the second element of the Passport (Written or Practical). However, you also need to take take annual refresher training and pass the assessment during both of these periods.

I have a foreign ADR. Can I do my PDP?

Is it legal to drive without having my PDP card in the vehicle?

Yes, but again, you won’t be able to gain access to terminals after March 2015.

When will I get my results?

They will be notified to your Training Provider.

An online exam will be marked instantly / Results for a Paper Based exam will be published within 20 working days, after receipt of all correct material.

I am a driver. Do I have to notify SQA of a change of address after I have my card?

Yes, it is best practice to do so in order to keep our records up to date.

How do I get a replacement card?

How much cost does PDP add?

After the first year, costs should settle down to approximately £30 per driver as a yearly average, subject to annual review. These are the scheme administration costs chargeable by SQA. If training is to be provided this cost is additional, but much of this training, whether as ADR or Driver CPC would be needed anyway and is not an additional cost of PDP.
